REQUEST FOR EXPRESSIONS OF INTEREST(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consulting services for technical supervision and contract management for the construction of centralized rural drinking water supply systems in Balkhi district (hydraulic zone 2E – Guliston and Madaniyat jamoats), Vakhsh district (hydraulic zone 3D Tojikobod jamoat), and Vose district (zone 2 Kaduchi village).

The Republic of Tajikistan has received additional financing from the World Bank toward the cost of the Tajikistan Water Supply and Sanitation Investment Project and intends to use part of these funds to pay for consulting services for technical supervision of construction works in Khatlon region.
The consulting services (“the Services”) include supervision of construction works in three districts (Balkhi, Vakhsh and Vose) of the Khatlon region.
Anticipated date for commencement of the Services is October 2026 and the tentative duration of the assignment for the Services is about 24 months.

The Municipal Infrastructure Development Project Management Unit (MIDPMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Company experience and registration: The Consultant shall be officially registered and shall have at least 10 (ten) years of proven experience in the field of engineering consultancy, including the provision of technical construction supervision for water supply and sanitation facilities. The Consultant shall indicate all contracts of a similar nature implemented during the last 7 years, specifying the scale, duration, and years of implementation.
- Experience in similar projects: Proven experience in successfully carrying out construction supervision for similar infrastructure projects (pipelines, pumping stations, water treatment facilities, reservoirs, and distribution networks), including at least 2 completed projects within the last 5 years, comparable in scale, complexity, and technical nature, with a value of not less than USD 400,000 for each contract.
- Human resources and organizational capacity: The Consultant shall have a professionally qualified team of key experts, including, but not limited to: a project manager, water supply engineers, site engineers, a surveyor, QA/QC specialists, environmental and social specialists, and shall possess relevant professional experience as reflected in CVs, as well as the capacity for timely mobilization and effective management of personnel throughout the project implementation period.
- Managerial, technical, and international experience: Experience in contract administration under FIDIC or equivalent international standards, including competencies in QA/QC, environmental and social safeguards, occupational health and safety. Experience working on projects financed by the World Bank, Asian Development Bank, Islamic Development Bank and other IFIs, as well as preparation of technical and contract reports.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2023 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
