Municipal Infrastructure Development Project Management Unit (MIDPMU) – Rural Water Supply and Sanitation Project (RWSSP) announces a competition for the following vacant position:

Environmental Specialist / Ecologist engineer

General profile:

The Environmental Specialist, together with the Social Safeguards Specialist, will be responsible for overseeing the implementation of the FPESM/APEPSA (Framework Program for Environmental and Social Management / Action Plan for Environmental Protection and Social Aspects) and the Checklists to be prepared for the sub-projects. The Environmental Specialist will supervise the contractor teams to ensure that all of the environmental commitments set out in the FPESM are incorporated into construction activities and work processes.

Functional responsibilities:

  • Assistance and support to the PMU Director in fulfilling environmental obligations as specified in the Project Financing Agreement.
  • Completion of the TOR for the ESIA (environmental and social impact assessment) study for the subprojects, directing and supervising the work of the environmental and social impact assessment consultants, in order to comply with its national environmental legislation, as well as the World Bank Guarantee Policy.
  • Implementation of all aspects of the FPESM/APEPSA, including environmental screening and completion of checklists for each subproject to be implemented under the project.
  • Preparation of APEPSA and checklists for subprojects.
  • Supervision, provision of control and support of contractors in the performance of their duties, as specified in the FPESM and sub-projects of the APEPSA and checklists;
  • Ensuring that contractors prepare an environmental and social management plan depending on local conditions and obtaining approval from the “Engineer” / Employer before starting physical work.
  • Conducting frequent site visits and monitoring for the implementation of the FPESM/APEPSA;
  • Identification and preparation of educational materials on the environment; training calendar and conduct/management of FPESM/APEPSA training for PMU/PIU staff, supervisory consultant and contractor staff in accordance with the Training Plan given in the FPESM;
  • Response and documentation of environmental incidents/accidents based on field reports;
  • Providing and assisting contractors and the supervision consultant in documenting and maintaining records (written, photographic) for environmental safeguards, including industrial and community accidents during project implementation.
  • Preparing quarterly progress reports for submission to the World Bank and other stakeholders as defined in the FPESM/APEPSA and specific APEPSA.
  • Organization of public consultations on preliminary drafts and, if necessary, solicitation of community resources
  • Facilitate the establishment of a public complaints mechanism and maintain a register of complaints
  • The Environmental Specialist will ensure that the project remains consistent with the following Operating Principles (OP) and World Bank guidelines:

  • OP /BP 4.04 Natural habitats
  • OP 09 Pest management measures
  • OP 11 Physical cultural resources

  • The Consultant will also use the World Bank Group’s Environment, Health and Safety Guidelines and ensure compliance and implementation during project implementation.
  1. Qualification requirements:
  • University degree in environmental sciences, civil engineering or environmental management;
  • Five (5) years of relevant experience;
  • Experience in projects financed by the World Bank under guarantees is preferable;
  • Excellent oral and written Russian, Tajik and English;
  • Computer literacy, including word processing and spreadsheet skills.
