- INTRODUCTION
The Government of Tajikistan has approached the World Bank to support its efforts to address the sector’s challenges and is currently preparing a rural water supply and sanitation project. The project development objectives (PDO) are to assist the Government of Tajikistan to: ( i ) strengthen the capacity of institutions in the water supply and sanitation sector and ( ii ) improve access to water supply and sanitation services in selected regions. The preliminary project area locations are: ( i ) the Vakhsh group inter-district water supply system covering six districts of South Khatlon ( Bokhtar , Vakhsh, Balkhi , Sarband , Dusti, Jayhun ) and the Vose district water supply system.
- OBJECTIVE
The objective of this assignment is to ensure regular monitoring of the project’s performance by ( i ) developing a comprehensive project monitoring and evaluation system; ( ii ) ensuring the development of appropriate mechanisms for regular monitoring of key result indicators; ( iii ) developing the necessary tools to assess the overall progress of the project towards the Project Development Objectives.
- QUALIFICATION REQUIREMENTS:
- higher education in economics, statistics, business administration and social sciences or in any other related field;
- at least 3 years of relevant experience working with international projects and development programs;
- experience in developing M&E plans for infrastructure projects in rural areas;
- basic understanding of the theory of change, practical experience in designing or conducting surveys, knowledge of statistical analysis,
- professional experience in rural development, water supply, WASH, infrastructure, etc.
- good knowledge of Tajik and Russian languages, knowledge of English is an advantage;
- strong written and communication skills and good interpersonal skills (ability to interact with multiple people from different agencies, respond to requests from stakeholders and maintain contact with them);
- high level of computer literacy, including Word, Excel, Microsoft Project etc.
- knowledge of statistical package management is an advantage.
