Assignment Title: Individual Consultant – Project Manager

Reference No. RWSSP-CS-046-1

The Republic of Tajikistan secured IDA grant No. D4310-TJ from the International Development Association, financing World Bank, toward the cost of the “Rural Water Supply and Sanitation” project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include include to assist the SUE KMK in establishing an overarching joint management framework and facilitate implementation of the “Rural Water Supply and Sanitation” project in Tajikistan. The project manager will play a pivotal role in coordinating and managing all aspects of the project, including planning and oversight of water supply and sanitation infrastructure investments, coordinating institutional capacity building activities with target water utilities, ensuring development of activities for maximizing benefit from investments in the post-construction period and acting as a key interlocutor between the project team, the SUE KMK and other stakeholders. The project manager will be responsible for ensuring effective collaboration with relevant stakeholders, overall project planning, procurement and budget planning, financial oversight, risk management, contract execution, and transparent reporting. This role demands a strategic approach, stakeholder engagement skills, and a commitment to achieving sustainable improvements in water supply and sanitation within the specified geographic areas. Additionally, the project manager will be entrusted with crisis management responsibilities, proactively identifying and addressing unforeseen and emerging challenges to ensure the compliance, continuity and resilience of project activities.

ToR_Project Manager – consultant

The State Entity Municipal Infrastructure Development Project Management Unit now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. higher education in the field of public administration, business administration, construction management, economics, engineering, or any other relevant field;
  2. Experience of over 10 years working in different roles on infrastructure projects with at least 5 years of experience in managing infrastructure projects involving contract management.

iii.        Working knowledge of procurement procedures, financial management, and project management of the World Bank and the Republic of Tajikistan or others

  1. Fluency in Tajik, English, and Russian languages;
  2. Professional use of Ms Package, e.g.

Word, Excel, and PowerPoint. Knowledge of project management and construction management software will be an advantage.

  1. Strong leadership and team management skills

vii.       Track record of responsibility, honesty and integrity in handling public resources.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in November 2017 and August 2018 and November 2020) – Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
