  1. The Republic of Tajikistan has received financing from the World Bank toward the cost of the Rural Water Supply and Sanitation Project (RWSSP) and intends to apply part of the proceeds toward payments under the contract for Reconstruction of Water Treatment Plant in Kushoniyon district.
  2. The Rural Water Supply and Sanitation Project Management Unit now invites sealed Bids from eligible Bidders for the works require as following, but not limited to;

       i. reconstruction of the pumping station with the procurement and installation of pumps, mechanical and electrical equipment;

       ii.reconstruction of two drinking water tanks;

       iii. construction of a sewage pumping station and the internal sewage network;

       iv. construction of water chambers; installation of flowmeters;

       v.construction of an external power supply line;

       vi.construction and installation of outlet and supply pipelines, valves  and other stop valves;

      vii. reconstruction of the administrative building with the   procurement, supply and installation of the required equipment (laboratory for chemical and bacteriological analyses);

      viii. supply of the necessary materials and installation of on-site  process and electrical networks, water supply networks and  hydraulic testing and land improvement.

  1. The Works are required for Reconstruction of the existing non-operational Water Treatment Plant Facilities and construction of the required missing elements to ensure improved water treatment process for the existing Vakhsh Inter-District Bulk Water Supply System. The proposed Water Treatment Plant consists of a set of facilities located within the same territory and is part of the Water Supply System along with the Water Intake on Vakhsh Main Canal (surface water), main pipeline from the Water Intake to Water Treatment Plant and main inter-district water pipeline. 4 . The construction period of the facility is estimated at 18 months. Defect Notification Period is 18 months. The sites for works are located at Village Bogparvar, Jamoat Bustonqala, Kushoniyon District of Khatlon Region. The margin of preference will not apply.

5. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” “Procurement Regulations for IPF Borrowers- September 2023, (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. The Single-Stage Two-Envelope procedure will be used as described in the Bidding Document and please refer to paragraphs 3.14, 3.15 for the World Bank’s conflict of interest policy.

6. Interested eligible Bidders may obtain further information from Rural Water Supply and Sanitation Project Management Unit (RWSSP), Saidvalizoda e-mail rwssp@midp.tj and inspect the Bidding document during office hours 09:00 to 17:00 at the address given below.

7. The Bidding document in English language will be obtained free of charge by interested eligible Bidders upon the submission of a written application to the address given below under bullet 9. The Bidding document will also be posted on the RWSSP website at tj

8. Bids must be delivered to the address below at 15:00 local time on August 09, 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. 9. All Bids must be accompanied by a Bid Security of US $164,000.00 or the equivalent in freely convertible currency.

10. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
